The Czech Radio announces the 41st year of the International Radio Competition for Young Musicians Concertino Praga 2007

International Radio Competition for Young Musicians held under the auspices of the European Broadcasting Association (EBU) (http://www.ebu.ch) member of the European Union of Music Competitions for Youth (EMCY) (http://www.emcy.org)

Article 1
The competition is open to soloists in the following categories:
PIANO - VIOLIN - VIOLONCELLO - CLASSICAL GUITAR

The 2008 competition will be open to soloists in the following categories:
FLUTE - OBOE - CLARINET - BASSOON - TRUMPET

and the 2009 competition will be open to chamber ensembles in the following categories:
DUO - TRIO - QUARTET - QUINTET
All instruments are allowed. However, the ensemble shall have no more than one acoustic keyboard instrument.

This order will recur in three-year cycles.

Article 2
The Organizer of the competition is:

Article 3
The Competition shall be open to musicians aged up to 19 in 2007, i.e. born on 1st January 1988 inclusive or younger (thereinafter "candidates").

Article 4
In the competition the jury assesses the candidate's artistic performances recorded on Compact Disc (therinafter "Recordings"). The Recordings shall be made in the period between 1st January 2006 and 30th November 2006, in a studio or during a public performance as a live recording without any subsequent editing. They stall be free of all EBU broadcasting and mechanical rights (IFPI). As a rule, the Recording is made by the relevant broadcasting Organization (see Art. 5) which also guarantees its professional quality.

Article 5
Candidates may enter the competition only through broadcasting Organizations which are members of the European Broadcasting Union. For a list of active members of the EBU with contacts refer to Art. 21 of these regulations. Registrations shall be made exclusively by means of the attached form (application). This form shall be sent to the Organizer by post, fax or e-mail. The person who shall register the candidate (thereinafter "Organization") shall remain the Organizer's sole contact throughout the entire duration of the competition. The Organizations shall inform its candidates of the prezent regulations. The deadline for registration of candidates: 30th September 2006. The Organizer shall acknowledge receipt of the application within 10 days.

Article 6
There is a limit of five candidates which a broadcasting Organization which is a member of the European Broadcasting Union (EBU) can register to participate in the competition irrespective of the number of instrument categories. In the case of the competition for chamber ensembles (2009) by the term one candidate is understood one chamber ensemble.

Article 7
The Organization shall send the Recordings to the Organizer (by express or registered mail) exclusively on CD media. The accompanying document with the required documentation must be attached to the Recording. The Organizer shall send the accompanying document on the basis of a signed application to the Organization, which will hand it over to the candidate. The deadline for despatch of recordings is: 30th November 2006. The Organizer shall acknowledge their recept within 10 days.

Article 8
Candidates from the Czech Republic for participation in the International Radio Competition for Young Musicians Concertino Praga shall be selected in the National Radio Competition of the Czech Republic Concertino Praga. The participants of the national radio competition will be invited by the Czech Radio to make the free of charge competition recording in November 2006. The regulations for making the recording for the National Radio Competition Concertino Praga will be published on the website of the competition. They will be sent to the Candidates by the Concertino Praga secretariat on request.

The music material of the compulsory compositions will be sent to the applicants by the secretariat of the competition on request.

b) performance of free programme i.e. one or more compositions (or parts of compositions) of the candidate's choice of a total duration of minimum 10, maximum 15 minutes. For the optional compositions a choice of different style periods is recommended and at least one composition (or its part) should be chosen from a standard concert repertoire. The optional compositions can be for one solo instrument (maximum one) or for a solo instrument and piano. Recordings with an orchestral accompaniment are not acceptable. In the case of older music, i.e. original baroque or classicist compositions, the piano part can be replaced by a cembalo part. Recordings of contemporary compositions must be supplemented with music materials or their copies.

Article 10
The recordings shall be reviewed by an international jury in February 2007. The Recordings of the National Radio Competition of the Czech Republic Concertino Praga (only for candidates from the Czech Republic) will be reviewed by a Czech jury in January 2007. The international jury shall be made up of seven members. Two jury members are designated each year by the EBU Music Programme Group. The five remaining jury members shall be designated by the Organizer. With the exception of the Czech Republic, which can have two representatives, no country may be represented by more than one jury member. The Organizer shall make every effort, if need be with the help of the European Union of Music Competitions for Youth (EMCY), to obtain a diversified make-up of the jury with musicians, soloists and conductors, professors or other representatives of the music world (critics, radio producers, agents etc.) represented in the jury. The chairman of the jury shall be named by the Organizer. Broadcasting Organizations which are members of the EBU, including the Czech Radio, and which have registered a candidate to take part in the competition are not allowed to have representatives in the jury. The members of the jury shall not have any information about the candidates at their disposal.

Article 11
The jury may award the first prize and the second prize in each category. The winners of these prizes shall be awarded the title "Prize-winners of the Concertino Praga 2007 Competition". The jury may award also a "Honourable Mention". The jury does not have to award all the prices. The candidate with the lowest number of points of all candidates (the best result) shall receive the Helena Karásková prize. No prizes shall be awarded ex aequo by the jury.

Article 12
The vote shall be secret, anonymous and by ballot. A representative of the EBU (a neutral observer outside the jury) shall ensure that proper procedure is respected and shall verify the validity of the ballots cast. The jury session is closed to the public except for entrusted employees of the Czech Radio. The decisions of the jury are final. The points system the jury shall abide by is on the competition's website. All deliberations of the international jury shall take place in the English language.

Article 13
The Organizer shall inform the Organizations about the results of the competition within ten days of the end of the jury session.

Article 14
The prize-winners (first and second prize in each category) of the International Radio Competition Concertino Praga shall perform in concert in Prague (Gala Concert) and at the South Bohemia Festival Concertino Praga in June 2007. The Organizer may also invite candidates who were awarded an honourable Mention. The Gala Concert shall be broadcast live by Czech Radio 3 - Vltava. The Organizer shall do everything possible to have the concert broadcast live or deferred by Czech Television and further in the season Euroradio 2007-2008 in the course of June 2007. The concerts from the South Bohemia Festival will be broadcast by Czech Radio 3 - Vltava, live or deferred. The Organizer shall arrange an orchestra for the winners of the International Radio Competition Concertino Praga which will accompany them during the Gala Concert in Prague, and a pianist who will accompany them during their performance of the chamber compositions at the South Bohemia Festival Concertino Praga. This provision is not valid for the year announced for chamber ensembles (2009). The selected winners of the National Radio Competition of the Czech Republic Concertino Praga who will be chosen by the jury to participate in the International Radio Competition Concertino Praga will perform at the South Bohemia Festival Concertino Praga.

Article 15
The candidate who will be awarded the Helena Karásková Prize will have the possibility to make a recording in the Czech Radio studios after the end of the South Bohemia Festival Concertino Praga. The recording will be produced on a CD in an edition of 500 copies. The recording and release of this non-commercial CD is intended as support for the most successful participant of the competition who can use the recording for his own promotional purposes. The recording cannot be used for any commercial purposes without a written consent of the Czech Radio (conclusion of a licence contract). The Czech Radio shall be the editor and right-holder. The Czech Radio reserves the right to use the recording for its promotional purposes and in radio broadcasting. Furthermore, the Helena Karásková prize-winner will be invited to perform as a soloist at the Euroradio Youth Concert in the season 2008-2009.

Article 16
The Organizer shall contact the EBU and offer them the broadcast of all concerts, either live or deferred. The Organizer shall also make the recording of the candidates who were awarded first or second prize available as a free offer (Pink offer). The EBU shall receive this offer within a month of the end of the jury sessions. The organizations who took part in the competition shall be morally obliged to broadcast these recordings.

Article 17
The Organizer shall produce a non-commercial CD with the purpose of presenting the prize-winners at his own expenses, to which radio broadcast rights do not apply. This CD, which can be used for promotional purposes, shall be given to all prize-winners on the occasion of the Gala Concert. One hundred CDs will be sent to the EBU for promotional purposes.

Article 18
The Czech Radio shall bear the following expenses:
a) travel expenses and lodging of the winners and one accompanying person in Prague and at the South Bohemia Festival Concertino Praga. However, the prize-winners shall not receive a fee from the Organizer. No fee shall be paid to the Organization which submitted their candidacy either. The accompanying person will be delegated by the Organization which registered the winner for participation in the competition;
b) expenses connected with the winners' public concerts;
c) travel expenses and lodging of the jury members with the exception of the EBU representatives whose expenses will be borne by respective Organizations.

Article 19
The costs connected with the production of the recordings submitted to the competition as well as costs connected with obtaining all EBU radio and television rights for the public performances in Prague and at the South Bohemia Festival Concertino Praga and mechanical rights for the production of the promotional CD shall be borne by the Organizations.

Article 20
By submitting their application to the Concertino Praga competition, the Organizations and the candidates express their full consent with the present competition regulations and decisions of the jury, which will be final. Exaction of prizes by means of law is therefore excluded.

Article 21
These present regulations shall be available in Czech, English, French, Italian, German and Russian. In the event of any dispute, only the Czech version shall be determining. The legal domicile shall be the address of the Organizer.
